Culver and Williams to Host Capitol Press Conference on Living Organ Donor Tax Credit Bill

HARRISBURG – Senator Lynda Schlegel Culver (R-27) and Lindsey Williams (D-38) will host a press conference on Monday, April 20, 2026, at 12 noon in the East Wing Rotunda of the Capitol to highlight Senate Bill 124, bipartisan legislation they co-prime sponsor to support living organ donors. Advocates will join the senators for the event.

Senate Bill 124 would allow a living organ donor to deduct up to $10,000 in unreimbursed expenses related to donation, including travel, lodging, lost wages and medical expenses. The deduction would be limited to one use in a lifetime and could not reduce taxable income below zero.

“Living organ donors make an extraordinary decision to help save another person’s life, and they should not be left to shoulder unavoidable costs for doing so,” Culver said. “Senate Bill 124 is a practical way to reduce a barrier we know exists and to support Pennsylvanians who step forward in an act of incredible generosity.”

“We’ve heard from advocates, donors, and recipients about the incredible sacrifices that living donors make to help save a life,” Williams said. “Their stories are why we’re working to eliminate existing barriers and encourage more people to become living donors through legislation like Senate Bill 124.”

Current Pennsylvania law provides a tax credit to employers that offer paid leave to employees who donate an organ or bone marrow, but Senate Bill 124 addresses costs borne by donors themselves.
