
HARRISBURG – Sen. Lynda Schlegel Culver (R-27), Chair of the Senate Education Committee, announced the Senate has passed SB 1014 to address cell phone distractions in Pennsylvania schools and commended the governor for highlighting the issue during the budget address.
SB 1014, introduced by Sen. Devlin Robinson, advanced through the Senate Education Committee before receiving Senate approval by the Senate. Culver said the bill is intended to support learning by helping schools set clearer expectations for cell phone use during instructional time, while allowing commonsense flexibility for legitimate needs.
“Students learn best when they can engage fully in the classroom, and teachers deserve tools that support an environment where instruction comes first,” Culver said. “SB 1014 is a practical step to help reduce distractions, strengthen classroom learning, and support schools as they focus on student success.”
Culver said she appreciates the attention being brought to this issue and looks forward to advancing the bill through the legislative process.
“A thoughtful policy should prioritize learning, include transparency for parents and taxpayers, and maintain high standards while allowing reasonable exceptions for medical needs and emergency situations.”
